Project Neon Public Meeting Reminder
The Nevada Department of Transportation will be holding a Public Meeting to provide you with an update to Project NEON Design Build Phases 1-4. The meeting will be held tonight, Wednesday, June 10, 2015 from 4pm-7pm at the Historic Fifth Street School located at 401 South 4th Street, Las Vegas, NV 89101.
Free parking will be available at the corner lot of 4th street and E. Stewart.
Please note that there is a road closure at Sixth Street and Bridger due to an ongoing Pedestrian Improvement Project. Traffic disruptions are expected on Bridger Avenue from Casino Center to Sixth.

Project NEON Design Build to Host Industry Day for Interested Proposers
The Nevada Department of Transportation (NDOT) is proud to announce that the seven-member State Transportation Board unanimously approved advancing Project NEON as a Design-Build (DB) procurement. The primary features of Project NEON’s initial improvement will include building a one-mile high occupancy vehicle (HOV) bridge connecting I 15 to US 95, creating a new HOV interchange, reconstructing the Charleston/I 15 interchange and ramp braiding for the southbound movements.
The procurement of the Project NEON Design-Build will commence with the issuance of a Request for Qualifications (RFQ) to identify teams that have the experience, capabilities and resources to design and build the project. Groups comprised of contractors and engineers are expected to respond to the RFQ. The RFQ is scheduled to be issued on Tuesday, September 30, 2014, and posted on the Departments Vendor Page here. The scheduled date for submission of the statements of qualifications is November 20, 2014.
An industry day for the public and interested team members is scheduled for Wednesday, October 1, 2014 in Las Vegas. An open forum with a presentation by NDOT will be held from 8:30 a.m. to noon on October 1, 2014 at the Golden Nugget Hotel-Casino, 129 E. Fremont St., Bel Air Conference Room. NDOT representatives will provide information about the project and the procurement process, and will be available to answer questions from individuals and firms interested in the project.
NDOT representatives will meet with Design Builders that are capable of leading proposer teams for Project NEON. Meetings will be held by appointment on Wednesday, October 1, 2014 from 1 to 4 p.m. and on Thursday, October 2, 2014 from 8 a.m. to 5 p.m. Contact Mark Stewart at email@example.com by September 24, 2014, if you are interested in scheduling a meeting. All requests may not be accommodated as meeting availability is limited. Firms granted meetings will be notified by September 26, 2014.
About Project Neon
Project NEON is one of the most important and most ambitious undertakings in NDOT history. The multi-phase, multi-year project will boost safety, mobility, and accessibility in the most heavily trafficked corridor in the state of Nevada. Nearly 250,000 vehicles a day use the 3.7-mile stretch from the US 95/I-15 interchange in downtown Las Vegas to Sahara Avenue. Project NEON is essential to the progression of Las Vegas transportation, economic development and quality of life. As a 20-plus year program of improvements, Project NEON is also expected to create hundreds of planning and engineering jobs and thousands of construction jobs over its lifetime, thus improving the local economy.

The Nevada Transportation board has decided to discontinue the P3 DBFOM procurement in favor of using a Design Build format which would include the same scope of improvements.

Demolition for Project NEON Phase 1 is Progressing
Package “B” demolition activities are scheduled to start on Monday, April 7, 2014, on nine (9) NDOT acquired properties that consist of seven residential and two commercial parcels. The demolition contract has been awarded to Baldwin Development, LLC. All utility services have been requested to be shut off and will be coordinated by CH2M HILL, NDOT and the contractor. As required by federal, state and county regulations, all structures scheduled to be demolished were surveyed for the presence of regulated materials such as asbestos. Identified materials will be removed (abated) and disposed of by licensed contractors as necessary prior to the demolition process. Air quality sampling may be conducted after abatement activities or structure demolition to comply with applicable Nevada Occupational Safety and Health Enforcement and Clark County Department of Air Quality regulations. Survey reports, abatement documentation and corresponding sample results are part of the project record and available for public review as they are completed. What you can expect:
The contract duration is expected to last 90 working days, with work hours scheduled between 7 a.m. to 7 p.m. Monday through Friday. Residential properties will be demolished to a foundation slab, any block walls between residential properties will remain in place, and temporary fences will be installed around each property. Dust control procedures will be performed by the contractor during demolition. After all homes on the street have been acquired and removed, permanent walls and landscaping will be established on the neighborhood. The City of Las Vegas and the Nevada Department of Transportation are in discussions about including this improvement into the Project scope and the P3 Phase procurement. If this improvement is added to the Project scope, long term operations and maintenance of the street are currently anticipated to be delivered by the City. The City would not be a party to the P3 agreement. Baseline plans are being revised to take advantage of the accelerated delivery in anticipation of associated right of way acquisitions. The inclusion of the MLK Extension would enhance travel and minimize construction disruptions for everyone working, living and visiting downtown Las Vegas. Should this improvement be added to the Project scope, additional details will be provided during the RFP phase. In addition, a forthcoming addendum to the RFQ will address the potential inclusion of this improvement.
The Permanent Grand Central Parkway intersection with Charleston Boulevard is being redesigned to be an at-grade intersection
The intersection of Charleston and Grand Central Parkway will include a new extension of Grand Central Parkway south onto Western Avenue. This new extension will provide additional access to those properties whose access is being cut off by the elimination of Wall Street under I-15. A grade separation of this intersection was considered but this plan did not fit in with the city's plans for redevelopment of this area so the intersection will remain at grade for the long term. A connection between Grand Central Parkway and Industrial Road including a grade separation of the Union Pacific Railroad is still planned as part of the overall Project NEON program of improvements.

LAS VEGAS – The Nevada Department of Transportation (NDOT) is proud to announce the release of a Request for Qualifications (RFQ) for Project NEON – P3, a capital improvements project along I-15 from the Sahara Avenue Interchange to the US 95/I-515 Interchange in Las Vegas, Nevada. The project is being procured using a Public-Private Partnership (P3) agreement.

On Tuesday July 16, ENR.com posted a story on the NEON P3 procurement. While we appreciate the visibility the story provided, we are posting a significant correction to the story here. The story states:
“ACS Infrastructure Development Inc., a Coral Gables, Fla.-based unit of Actividades de Construcción y Servicios S.A., will design, build, finance, operate and maintain Project Neon for 35 years after completion. Other “Neon Mobility Group” members include Dragados USA Inc., New York City; Pulice Construction Inc., Phoenix; Granite Construction Co., Watsonville, Calif.; Aztec Engineering, Phoenix; Stantec Inc., Edmonton, Canada; Kleinfelder Inc., San Diego; Lee Engineering, Phoenix; and CA Group Inc., Las Vegas”
This is incorrect. This consortium provided an unsolicited proposal for Project NEON that was the impetus for the imminent P3 procurement. Please disregard this portion of ENR.com’s story.

RFQ Due Date is September 26, 2013
Notwithstanding any earlier postings or press releases, as set forth in the Request for Qualifications for the P3 Phase issued by the Nevada Department of Transportation on July 26, 2013, the due date for responses to the RFQ is September 26, 2013.
Project NEON has been Approved as a Public-private Partnership
The Nevada Department of Transportation (NDOT) is proud to announce that the seven-member State Transportation Board unanimously approved advancing Project NEON as a public-private partnership (P3) arrangement under which a private developer will be selected to design, build, finance, operate and maintain (DBFOM) an improved Interstate 15 (I-15) facility for up to 35 years after completion of construction of Project NEON. Use of a P3 is historical for NDOT and the State of Nevada and will allow several phases of Project NEON to be completed safely, quickly and efficiently, with the least amount of interruption to the traveling public.
Several months ago, NDOT received an unsolicited proposal to Finance, Design, Build, Operate and Maintain a portion of the Project Neon program. After performing the necessary analysis, NDOT brought the proposal to the Transportation Board in June for consideration. A second presentation on the issue was requested for the November Board Meeting. After some discussion, the Board approved the proposal and are taking the next step towards the development of this project by allowing the Department to perform additional engineering and analysis necessary to develop a request for proposals for a private public partnership to deliver Phases 1 and 3 of Project NEON.

P3 Gives Las Vegas More... NOW!
NDOT is working with limited resources that force us to break the project into smaller pieces and spread the costs out over 20 years. With PPP financing, we can provide a full reconstruction of the Charleston interchange and potentially even more such as ramp braiding now. This will create a safer, better operating system much earlier than with conventional financing.
Job Creation... NOW!
Nevada’s construction industry lost another 3,700 jobs in 2012 and it could use the boost Project Neon can provide. It’s estimated that the project will create 4,100 jobs starting now!
Saving Money... NOW!
NDOT’s limited resources will force construction of Neon in several different contracts. All of them will provide benefits to the travelling public. However, packaging the project in this way requires us to build some interim improvements along the way. PPP financing will combine much of the project into one contract which will eliminate the interim improvements and save the project money.
